it looks like a modified AEV bumper. without the plastic ends and modified end tubes.

This-

it's an AEV that they've cut part of the side tube off for some reason. maybe it got smashed in so they chopped it?

I have addicted desert design bumpers. Similar but cleaner look. Check it out. U may like it.
