Does this help restore the black or is it just a protectant?

It restores the black as well. I use it on everything from bumpers to fenders to interior and its safe for paint.

Hmmm, maybe certain wallmarts. I know they carry it everywhere here in Louisiana. Do you have a local west marine? They are nationwide and carry it.
