Brake disc will get a bit of surface rust built up after a wash. Does the sound go completely away after driving/braking for a short distance?

No. Remains there for a few days... This time has remained for the longest

At speeds where the squeaking and clunking is gone, there is a light metal noise from the wheel. Like a spinning noise.

It's a wheel bearing, 100% sure.

Any reputable shop should be able to do it. Not a super difficult job, just need a few specialized tools.

Being your only 16, if you plan on taking your jeep to a shop I would do a little research first. Ask your parents about an honest reliable general mechanic that won't bend you over. Do high schools still teach auto shop? If your school does you can ask the shop teacher for a recommendation.

Sadly my school doesn't. I will definitely look into I thank you for your suggestions
