I have the LOD rear bumper as well. Although it looks like the design is not exactly the same, it is similar. On mine, the tire carrier has a small square plastic pad that sits between the arm and the stop. You can see it in the photo below. The plastic is very slick and hard, not like foam or rubber. I think it is made of high density polyethylene.

BTW, no matter how tight you make it there will always be some movement there. The weight of the tire and vibrations/bumps cause a huge amount of force that a simple latch just cant hold it all perfectly steady.

I would recommend that you call LOD and see if they will send you a piece.

OR

You could just get a sheet of the plastic off the net and cut to fit. I did a quick search and found this:

After a little more research I came up with this item on Amazon. Ultra High Molecular Weight Polyethylene.

UHMW (ultra high molecular weight) polyethylene is an impact-, chemical-, and moisture-resistant plastic that has excellent abrasion resistance and a low-friction surface. UHMW is more rigid than LDPE and HDPE, and has better abrasion resistance than PTFE.

12"x12"x1/8" sheet for $7.89

Yep, add something for protection as noted above. In regards to fixing the powder coat, rustoleum textured black is a nearly identical match. If you sprayed it on a none damaged area, you wouldn't be able to tell the difference.

BTW, the plastic pad wraps all the way around to the bottom of the carrier arm. I did not notice this yesterday when I took the picture.

Mine looks the same way, you think it's not bouncing but it's clearly vibrating and wearing through the finish. I never thought twice about it, but maybe I'll hit mine with paint and then apply a single wrap of clear vinyl.
