Default Leaky Bilstein Shock

Both rear shocks Bilstein 5100's appear to be leaking. Bilstein already replaced one shock that did the same thing however they did claim this was normal. Leaking out of the top of the shaft and drippling down the shaft to the bottom of the boot. Is this normal? Anyone else have this problem?Click image for larger version

How can they claim that is normal? It doesn't seem normal to me.

They are saying it is just lube from assembly and if the actual oil leaked out of the shock the shock would collaspe and not rebound.
