im getting 11.5 mpg with 35's and 4 in lift, is that normal?

Huh? What do you mean what am I doing wrong? I dunno. I just drive. I dont drive like a manic, usually at most 5mph over the speed limit.

To the OP: You have a 2007 JKU X with 4.10 gears, 4" lift and 35" tires with no other mods like HD bumpers/winch/sliders/skids, correct? If so, then your mpg is either messed up due to the leak, a speedo not properly calibrated (both of those previously mentioned) or you have a seriously screwed up engine. My guess is your speedo is not calibrated for the bigger tires so that is most of your issue.
Without continuing the "I get XX mpg" thread here...you can expect anywhere from 12 to 18mpg on average with your setup with everything properly dialed in. Of course, tons of factors can change what you actually get such as tire type and tread, PSI used, driving style, temperatures outside and the type of gas (winter vs summer gas if that truly exists), elevation of driving (including normal hilly terrain...not just elevation of where you live) among other things.
I think the 11 sounds more like someone running a fully loaded down rig on 37's rather than a lightly modified rig on 35's. I bet if you check your speed against a GPS (can use an Iphone/Smartphone app), you will probably find your speedo is off 2 or 3 mph at around 65mph. That will completely throw you mpg off.
If your speedo is perfect and ficing your exhaust leak doesn;t help....then I think you have a bigger issue to deal with...

I have a 2012 JKUR, with the stock tires (31") and 3.73 gears, AUTO I was getting 17 mpg in the city! Well rural area up hill and down hill. Never had a chance to do hwy estimate. At 2500 miles I changed everything just about, 6" teraflex elite long arm suspention, fox 2.0 reservoir shock, teraflex speed stops, sleeved & gusseted, 38 x 13.5 x 18 toyos, 9.5 warn winch Smittybuilt front & rear bumpers, ATX wheels after market .250. Wall drive lines. So as you see I've added a lot of-weight and still running 3.73 gears and the jeep still had some balls! But I was having transmission issues, "search for gears/shit points" and mileage dropped to 15 mpg in city. So 3.73 not doing for me so I re-geared to 4.88s, opt for the bigger R&P and better mileage I thought? I went to a G2 gears now my mileage is 13-14 mpg in city! Worst ;-( I did the pro cal right off the bat! Double check speed with on board nav and it perfect! Tire pressure is around 35 psi. Are G2 gears crap? I'm a little lost!
