Moisture forms on your air conditioner evaporator (which is what cools the air inside of the cabin). You usually want this because it reduces the humidity in the cab. But that moisture has to go somewhere. It goes out a drain right in that area by the clutch slave cylinder. Bear in mind that the AC runs sometimes when you're not in AC mode: For example, it turns on when in windshield defog mode. So you may not have the AC on, but if you were defogging the windshield you'll still have that draining. There is another thing with clear, almost water like fluid in that area: Your transmission. While most folks think of automatic transmission fluid as being red (the Jeep manual transmission also uses automatic transmission fluid), that color that it has in the bottle isn't always obvious with a leak. Draining/leaking fluid may appear clear. And it is very thin. But it is still oily, unlike the water. No taste: AC condensate. Oily feel/taste: Transmission fluid.

the air inlet for your hvac system in on top of the cowl right behind the hood, rain goes right into it, theres a drain for that water that gets in it may be the same drain, either way its a very good possibility thats where your water is coming from. id not we worried about it at all.
