With that budget:
Keep you stock wheels and get some spacers.
33" All terrains that will get good highway mileage.
2" spacer lift - incert manufacturer name here - installation at local shop 250-300 depending on where you are...
You should have enough left over for esentials... tow strap, fire extinguisher, etc...

idea
the 4wd shop near my house suggested BFG A/T 315/75r16 tires with a Skyjacker 3" lift on Pro comp series 7089 wheels but its a little over budget but im lookin for some help with it
