What do you want to be able to do with your Jeep? Are you planning to do the work yourself, or does your budget have to include installation?
If you have done absolutely nothing yet, the first investment should be preparedness items: strap, shovel, tire repair kit, first aid kit, flashlight, duct tape, baling wire, etc. etc. etc...
Then mods in the following order:
1. Lift
2. Tires/wheels
3. Bumpers (don't forget recovery points)
4. Winch
And don't let me mislead you to thinking that the list ends there. Have you heard what Jeep stands for?
Just
Empty
Every
Pocket
Happy trails!

Depending on the type of lift your interested in, you could probably do it yourself. Never done myself either but I purchased the TeraFlex 2.5" budget boost and it was a piece of cake if you follow the instructions posted in the how to's in this forum. Took about 3.5 hours to do both front and rear and it adds the full 2.5" as advertised. Here's a link to the thread if you want a reference of look/height of the 2.5" bb with 1.5" SpiderTrax spacers. https://www.jk-forum.com/forums/jk-show-tell-33/2-5-teraflex-bb-1-5-spidertrax-spacer-7612/
