Being from FL I know there isn't much need for hardcore Longarm kits. If I was still in Melbourne I'd just throw 2.5" budget boost and some aggressive AT tires and save the money for nice wheels your bro would like. Theres not much need for suspention flex, and the few mudholes aren't sticky gooey mud. Maybe go with MT's for the look but not really a necessity. In a 35 sometimes its cheeper to go with 17's than 15's. The tire shop should give you estmates for both tire/wheel combos. Some wheels aren't even available in a 15" with a 5-5 bolt pattern.

There is no possible way on earth that a 17" wheel and tire combo, when bought brand new from a wheel and tire retailer, will ever be cheaper than the exact same 15" setup. No way, no how, not ever, unless you find it on a ridiculous clearance/close-out sale.
