Sorry to revive an old post but I have been searching for a long time and this is the first good answer I have found. Thanks very much for posting this I plan on doing this in the next day or two.
I have a related question as well. I assume the procedure is basically the same for the fog lights. If so what height does the tape need to be for the fog lights?

Regarding the tape on the wall at 3 feet high as mentioned above...
The tape goes on the wall at the height of the center of the headlights. Adjust the headlights (low beam) so the top of the bright area is at, or no more than 2 inches below, the tape.
The fogs on my 2008 have adjustment screws accessible through holes in the bottom of the bumper. Don't know if all years have the adjusting screws.
Place a tape on the wall at the level of the center of the fog lamps.
Adjust each fog lamp so the light on the wall is 4 inches below the tape, and straight ahead of the lamp.
