I don't think you can aim the fog lights unless you were to stick something in the mounts to shim them. I don't think they project far enough to be a concern, assuming your asking about the factory lights.

Regarding the tape on the wall at 3 feet high as mentioned above...
The tape goes on the wall at the height of the center of the headlights. Adjust the headlights (low beam) so the top of the bright area is at, or no more than 2 inches below, the tape.

The fogs on my 2008 have adjustment screws accessible through holes in the bottom of the bumper. Don't know if all years have the adjusting screws.
Place a tape on the wall at the level of the center of the fog lamps.
Adjust each fog lamp so the light on the wall is 4 inches below the tape, and straight ahead of the lamp.
