Front bumber flag mount

Here in Michigan at Silver Lake sand dunes, they require us to run a flag off the front bumper. Has anyone seen or have a solution to mount this? I really do not want to drill holes. I am thinking of some sort of clamp deal off the tow hooks.

Hey cgar, Here is how I mounted mine. I had a 3''or 4'' piece of angle
iron from an old bed frame. Drilled 3 holes in it. 1 on top for the flag and 2 smaller holes on the side for the clamp. I had small 1''exhaust type of
clamp from my old CJ5 steering stabilizer and clamped it right to the side
