The TeraFlex Fox shocks are definitely firmer than the ELKA's, as they are tuned more for high speed Baja style driving. Now the ELKA's are softer than the Fox's shocks are on road but not the best for high speed whoops action. Personally I love and run the ELKA's on both of my JK's. I would suggest riding with someone that has the shocks you want installed in their JK. Firm to one person is just right to another.

I have had Skyjacker,Teraflex, Elka, and now Fox.
Wayalife is correct, the Elka's are pretty firm and the Foxes are a shade firmer than the Elka's. They both work very well at soaking up big bumps going fairly fast, but are a little stiff around town. I like the way they make my Jeep feel more planted and dive less in bumpy corners. I probably drive more aggresively than most off road though. And my Jeep is heavy which helps soften the ride.
