Default Fog-light assembly removal?? Water Damage

I recently went wheelin and somehow managed to get water in my driverside foglight. The bulb blew leaving moisture in the housing. I picked up a new bulb but i am waiting patiently for the housing to dry out before replacing. I got the assembly off but i could not remove it because of the bumper/guards around it. Does anybody have any input, or am i going to have to take the bumper off to gain access? If so, how do i do that!? Thanks.... Makes me wonder how water got in there in the first place. OH YEAH, my horn must be drenched also because the sound is like a little chirp now too. Weird.

Thanks! I had the filler plate moved to the side but never thought to take the grill off.
