This is why many companies ship their products in bare steel. One less thing to worry about. I wouldn't call them junk though, it just looks like surface rust around the welds.

Just dont tell us you're out the cost of shipping only for us to find out later you had free shipping from northridge 4x4

Doesn't look like powder coating to me. Looks like general off the shelf paint. All those weld joints rusting is indicative of poor paint coverage. Powder tends to "melt" into the seems. If its a bad cleanse under it it will flake then rust. I don't see signs of flaking.
Anyway, regardless of manufacturer or the outcome. Just felt like stating my observation.

TNT Customs doesn't powder coat their stuff. They ship them raw.
Where did you buy these? The "coating" on those looks nothing like the powder coating on mine. It looks like Krylon crinkle paint.
Here is a set with powder coating on my own Jeep. They did not come powder coated from TNT. The guy I bought them from had them powder coated (Think it was roughly 50 bucks).
