My comment would be 2wd vs 4wd does not matter at all. There is an issue that needs addressed. It is not that is it not there in 4wd. Could pontificate if there is any difference with the front wheels actively turning that is evening things out a bit in the steering but none of that matters. Your comment about it being pretty much any speed indeed sounds like real DW issue. Check the ball joints first with a shovel under the tire method, and observe for any play in TB, specifically at the frame side mount. It's easy to spot any play if you have someone turn the steering wheel back and forth with the jeep OFF. They obviously can't turn the wheel really but it's enough pressure that you can spot a bad joint easier than you can with the jeep on and power steering system working.
