Uppers and Lowers do basically the same thing, just backwards from each other.
ex.
Front lower - extend to increase caster, shorten to decrease caster
Front upper - extend to decrease caster, shorten to increase caster
If you only get one set up front, lowers are the better choice since they have a better range of adjustability. Uppers are cheaper, but may not go short enough to get the caster you want, depends on brand and lift height.
In the rear, same thing. Either will work, but most people are recommending uppers if you only get one set.
If you need to position the axle due to clearance issues, you will need both sets.
