chopped fender question.........need advice

On my fender chop I made healthy cuts to both inners and outers, leaving inners to prevent salt and slush build-up. I agree some will get through and this might not be the best solution, I generously sprayed the gaps and exposed body-color paintwork with black rustproof paint.
