Here's what I found out on my 2009. The spring mount does have the holes to mount the brake hose bracket. The kit doesn't come with the mounting hardware (bolt/washers) to mount it. I will need to go out and purchase them, it seems to be the same size bolt as the frame mount of the brake line bracket.

Another obstacle is with the tire pressure wire routing. With the bracket mounted, the brake hose needs to be routed to the front side of the shock, the TPS wire is supposed to be routed along side the brake hose. So I moved the TPS wire to the front side of the shock and the TPS wire is too short be routed that way. So I will need to route the brake line in the front of the shock and the TPS wire on the back side of the shock.

When looking at my factory brake hose, I see why they added this mounting bracket. As shown in your routing, the brake hose rests up against the back of the shock. My factory brake hose was pretty worn from rubbing on the shock. The brake hose protective sleeve cover was pushed up and away, so the brake hose was directly rubbing against the shock. So there's a potential of eventually busting the brake hose, thus leaving you with no brakes.
