Jp magazine recently did an article on "10 ways to run 35's on a JK" and the cheapest way was to just cut your fenders. Some people like it, and it certainly is less $$$ than other mods. (Personally I'm not a fan of cut fenders, but that's just me.)

As for wheel backspacing, you probably want to look in the 4.5" range.

You asked about wheel backspacing, not about chopping flares...

3.7-4.0 backspace should be good. I run 3.7 on 16x10 wheels

I would go with a BB over a body lift. Body lifts need to be tightend periodicly or at least checked.
