For 189 bucks, you can get the Eastwood powder coating kit.

http://www.eastwoodco.com/shopping/product/detailmain.jsp?itemID=16394&itemType=PRODUCT&iMain Cat=459&iSubCat=460&iProductID=16394

Comes with 2LBS. of your choice color powder and everything you need. You can pick up an old oven from a flea market cheap and have all you need. You can make you money back powder coating things for your friends. It's a very simple process.

Duplicolor makes a wheel coating specifically for rims. Its pretty cheap and at all auto parts stores.

Default painting wheels

I painted a set of steel wheels on my old Nissan P-up with Epoxy enamel appliance paint from Home Depot, rattle can stuff. The trick is the prep of the wheel before painting , I used a scuff pad and brake cleaner then washed w/ dish detergent/water ,let dry completely and spray away. let the paint dry about 48 hrs before mounting tires.
