And what is the best rim size. Far as best performance or tire price/quality

17's have a plethora of tire sizes and usually weight a bit less than the same size tire in a 15. as far as lift goes, i would go 2.5 coil lift, better performance than a spacer lift. here's mine on 295/70 17(33.5") on stock suspension

If I had to do it all over again i'd have 16" rims to make the tire look bigger..... I currently have 17"
Now originally I went 33" just to sell them less then a year later for 35" tires.
Be sure what you want I agree 2-2.5" for 33" tires.... But I'd say consider 35" with. Teraflex 3" lift..... That's my set up.

15 inch tires are half the price of 17 inch tires. 17 inch wheels look better than 15 inch IMOP.

Not true one bit. 15s weigh less, cost less, have less upsprung weight, and the tires placed on them weigh less, cost less, have less upsprung weight.

Generally not. Sometimes coil lifts provide more lift than advertised, but if this is avoided then no.
