Its not that simple, you would have to raise the top mount anyway to get a 16" shock in there. Geometry, axle set up, amount of lift you are going to run, limits of the JK in regards to up travel will all affect the fitment.
With stretched, long arm suspension, caster corrected axle for 4" of lift, 4" of lift, on a 1310 driveshaft you have 10" of droop before you get the bind point on the driveshaft.
Simply raising the top mount will leave you with unused up travel.

When you say 10" of droop with a 1310, can you elaborate a little on that? That's 10" of droop from what ride height? Like about a 4" lift I presume?
Would a 1350 allow more droop or less? I've seen it posted before that 1310 allow more angle than 1350, then I've seen it posted that 1350 allows more angle. (Not posted by you but by others...)

10" of droop with 4" of lift like stated in my post at my set up which is pretty dialed in.
1350 joints are larger and don't allow for as much movement as a 1310 joint.
