My problem with spacers is 4 will run you $200 plus $100 to mount the tires. I got mine from DTD so mounting was free. I paid $140 a piece with a $100 rebate for buying more than 3 so $600 for 5 wheels that I really like compared to $300 for painted stock. For me it was worth the three bills to get a wheel I was happy with.
My only problem with Procomps is that the local dealer puts them on every lifted JK they sell so the Vegas credit card mallcrawlers all have them. Might be different in your city but here it screams I bought it like this.

I'm happy with my BFG AT 315/75/R16 (for about $260/tire mounted and balanced). I run with procomp wheels that were about 100 per rim.
Might also want to consider buying a set for sale here or craigslist, even if the tires aren't exactly what you want or with much tread, then upgrade tires later.
I also had great luck with the Kumho Venturers. They had approximately 55K on them (actually 64K but then you factor in the spare being rotated in) and they were great. Still were quiet and i actually sold them because there was so much tread left. I got 200 bucks for them. I believe they were 160/tire in a 285/75/R16. I'm not sure what they would be in a 35. WRT rims, i opted to spend a little more on the rims to get aluminum rather than steel because of the weight and because i drive on the beach and preferred something that would hold up to salt/sand better. I think you can get steelies for 50-60 per rim.

Mine is an 07 and has 17" wheels. I bought used so there was a chance of swap out but the build sheet says 17" as well.
