Thats strange, according to LiftLaw.com Hawaii doesn't have such laws against beadlocks. Did you have beadlocks on another vehicle?

Federal law not local or state is what you need to look at. Laws have to have a basis for why they are put into place. Federal gov mandates what is legal for manufacture to put on vehicle not the states
