The same way you make rear axles become rear steering axles....a lot of cutting, fabricating and welding. It can be done, it's just not cost effective on a new Jeep. Cheaper to buy new and upgrade to heavier duty "front specific" axle.

Depends on how you wheel. Just sleeves and gussets would work fine on a majority of jk 44's. You could put 35 spline shafts in it, and its pretty bullet proof at that point. As far as the rear goes, i haven't heard of any problems with it. My oppinion run the rear till it blows up, which it probably never will will trail use, sleeve and gusset the front till you pop an axel shaft, then throw a set of 35 splines in it. The only problem with the jk 44's is the front c's and tubes.
