Great Question!! my garage is 7' and i have 33's on 15" with a leveling kit( 2' front 1" rear) and I still have 3 to 4 inches with the hard top. the soft top has a little more lift with the support bar over the front buckets.
I want to do the 2.5 TF but I'm really liking my level kit.

Building codes vary by state and obviously when the structure was constructed. Any specific new garage height bldg code will obviously not apply to any existing structures.
I live in Seattle and there are many garages in existing towers that are well under 7'.
The garage where I'm currently parking, won't be after lift, is at 6'5". I've even seen a 6'0" restriction in an older tower downtown.
However, a new condo tower i was in that was just built downtown is over 8' I believe.
It's all over the map.....personally, I'm going to get the lift and tire size I want and then relocate garages when necessary

I work in Baltimore, MD and have to park in a garage and my 3inch Teraflex and 35's cause the plastic pipe that's marked 6'4" clearance drag across my hardtop. Once past that I clear the ceiling and pipes but are some low bulk head locations I have to avoid.
