Yes it can swivel but there's a 2nd post with a rubber coating that acts as a stopper against the front side to keep it in place when you rest your foot (if that makes any sense).

Favorite mod is the drop down tailgate, should have been like that from the factory, instant seat/table.

Ripping out the carpet and the foot peg I made. Both combined cost less than $5 and they both are highly functionable
