4" lift kit drivability issues
My 15 wrangler has a basic 4" lift bought from rough country. new springs and new shocks. The issue is that when I drive down the highway it is all over the road. I have upgraded the steering damper.
I have had it aligned as well. What would cause the bad driving? I have had a few jeeps in the past and usually a four inch lift comes with control arms I don't know why this kit did not.

It's a basic kit, that's why. Your caster is WAY off. It didn't come with cam bolts or a drop pitman arm did it?
You'll probably want to do a track bar relo and a drag link flip. There's really no way to do a 4" lift cheaply.

Seriously though, you need adjustable control arms and possibly a drag link flip. The cheaper ("basic") lifts tend to leave out the component like control arms and track bars/brackets, and most people above the 3.5" area start considering drag link flips or drop pitman kits, with the latter being the less effective choice.

The problem with these basic kits is that it gives the height but leaves out other needed items. Like others have said you need to get your caster in check. At 4" you'll want adj arms or the aev control arm drop.

I have a rough country lift. It did very well without control arms. Yeah. It did better with them. But it wasn't bad.
What about drop track bars or brackets? This and a high steer kit makes a big difference!
Don't let everyone tell you r/c is junk. You can get complete kits. Some people can't drop thousands on a lift at a time.
Another thing that you might check is tire pressure. To much makes for a very bumpy and flighty ride!!

Describe the "all over the road" feeling? What are the alignment specs?
Low caster causes flighty steering, if the cams were not installed that explains it. Steep angles on the front trackbar/draglink might induce some bumpsteer. If the drop pitman/trackbar bracket were not installed, or if one was installed without the other, or ...

The kit did come with track bar relocation kits front and rear. also is did have cam bolts for the front lower control arms. also drop pitman arms. So I read I should have about 4 degrees of caster. so is more or less better?

Stock caster is a bit over 4 degrees. As lift height increases, caster decreases. Depending on lift height, people generally shoot for the 4-5 degree range, but at taller lift heights you will have a trade-off between good caster and good pinion angles (driveline vibes)

My kit started out with the drop pitman arm. I went through 2 of them. They just wouldn't stay tight!! The nut would work lose. Even with lock tight. Check this.it makes for real lose steering.
I went to a high steer kit. R/c didn't make one. So I used rubicon express's.
