Default 4" and bilsteins???

I am replacing my shocks on pro comp lift 4" with bilstein 5100 and they seem too long for the front I haven't unstrapped em but they almost fit right into where they mount in the front. Is this right before I cut the straps?

Part numbers match up and with the strap on they don't fit in the pocket they're about 1/4" past the mounts WTF?

It's the 4" short arm procomp lift. I was just doing it in the garage not lifting it up.
