Are 35's really 35 inches tall?

Are 35's really 35 inches tall?
I parked beside a Rubicon over the weekend with 35's. I am running 285/70-17 tires which an online caculator shows should be 32.7" by 11.2" wide, but my measurements are closer to just over 32" high. Although they where bigger, I just didn't see 2.3 to 3 inches different in height eyeballing them. Are 35's actually 35 inches?

You must measure as it is important to get the height with weight on them. For example my 37x12.50x17 MTR measured 36.8 with no weight and 36.3 on the JK with normal weight.
And yes size varies by manufacturer.

My Nitto Mud Grapplers are just a little under 34". I believe the Pitbull brand tires run a true 35" (or maybe 35.5", I can't remember for sure, based off the Internet).
