Since we now know that you have a 09 Rubicon with a d44 front axle, you have 4.10 gears. You do not need a new front carrier. Just buy JK Rubicon gears of whatever ratio you decide.
One suggestion for you to look in to more:
Some people have had a problem with locker engagement after a gear swap, due to the way the shop sets the plunger or something. (I do not have a rubicon, and never really bothered to follow those threads, so no first hand experience. Just a heads-up to do a little research so you can pass the information on to your installer.)
Just ran the numbers through a converter:
255/75/17 = 32.1" (stock rubicon tire)
285/55/20 = 32.3"
305/55/20 = 33.2"
Are you sure you want to pay for a regear for a 1" height increase ???

Question, was it disassembled? If so it may just not have been assembled correctly. See the link below. There are cases where the plunger was giving problems, thus not engaging the locker. Or like you mentioned, the part may just be bad and needs replacing...

My first off road trip was when I took pictures of the aerial gun range by Clark AB years ago. Crossing the stream bed there, I wouldn't recommend 20" rims, they would get scratched. If your doing mainly expressways the 20's work. Bringing back memories of driving between Manilla/ Makati and Angeles.

But having 1' bigger tires like 275/55/20 gives me a 10mpg so im thinking of the tires or heavier rims?
But i have a 305/55/20 from my lc200

Yup i tried that internet convertion site
But problem with my nitto 275/55/20 and with my 305s both when i check the diameter with a measuring instrument they both have 32inchea diameter
How come? Any suggestion?
