I am actually a bit surprised at your experience. I have absolutely no issues with downshifting on the freeway. Even with a headwind.
Mine is a 2013 JKU auto. Strange....

I have a 14 Rubicon with 3.73. Running 35" Nitto Trail Grapplers that measure 34" aired down to 28psi. Using ProCal for tuning.
Its fine in town. It's not ideal on the highway. It will downshift to 4 just to hold 70 if there is any kind if incline or headwind. IMO, 3.73 isn't enough gear for 35s (34s). Mileage bites as well.

2008 JKU auto with 88,000 miles, installed 34" Duratracs and power flash (mostly to adjust speedo), lost about 4 mpg and might as well disable OD. Sold family into slavery and just finished installing ARB air lockers and 5.13 gear set. Resulted in MUCH better derivability/power and got at least 2 mpg back (now 14 mpg). I went with the chart, a little stressful and worried about going that low, Really glad I did! You don't have to regear but its lots more fun if you do.

It will work fine especially if its an automatic. Ran that setup on my '12 JKU Sport and am now running 35's with 4.10s on my '13 Rubi with a manual. for the most part its fine.
