It is probably the upper limit, but it might be ok to offset the extra size/weight of the 33" swampers. I'm sure even 4.10's would help you out. However, switching to 4.10/4.56 gears would not be cost effective if you know you're going to go with bigger tires down the road.

Do you have 33's now? If so the 4.56 would probably be perfect. When in Colorado my JK did ok in the mountains as long as I disabled the OD, seemed to hold 3rd fine with speed of traffic (stock 32's and 4.10 gears).

x2 to disabling OD when hill climbing. I do it often.

well is it the 1) gas/power problem, or is it a 2) ride comfort problem?
1) you can change the gears for more power, change the exhaust and intake for better fuel economy and a little more power.
2) other than shocks you should have known when you bought a Jeep it was gonna be a rough ride.
