Go with an AT tire. 33's should only rub at full lock. Adjusting your steering stops or adding some Spidertrax 1.5 inch spacers will cure the rubbing. You won't need flat fenders.

Not using an E rated tire is poor advice. It's load INDEX that should be looked at before RATING. 119 or lower for a Wrangler.
