How about you go look at the manufacturers websites for once? Not all tires are the same. Sizes are guidelines and thats it.

This is straight from Goodyears website for their Wrangler Duratrac:

LT285/75R16 312035142 P 126 E BSL n/a 3,750 80 7.5 - 9.0 8.00 11.3 18 33.1 637 $263

See that 33.1 down towards the end for the 16" wheel version, thats the actual tire diameter. The 17" wheel version is slightly smaller, but still not 32.7. Not sure where you got off thinking every tire manufacturer has to make a tire to the EXACT size that is listed on the side. Hell, BFG is known for making tires undersized while goodyear makes them oversized (In many cases, specifically 35's).
It's based on a ratio of width to sidewall height. The 17 inch tire is 11.5 inches, so it is not a true 285 as it would only be 11.22" wide. Mathematically 11.5 x 0.7x2+17=33.1. Meaning it is a 70 series, they just made it wider than 285 mm (292)

One thing I am not too familiar with is tires. I know the conversions and what-not but about Load range.....what should I run? Load C, D, E??? I'm getting some 33" duratracs tomorrow and those are the options. any help is appreciated.

There are different advantages and disadvantages to each. Load range C tires have a softer ride, but also have a weaker carcass. But they will also conform over rocks and such better because they are more flexible.

Load range E have a stiffer ride, but have the most heavy duty carcass. Typically 10-12 ply carcass. Please not sidewall is different, those are 2-3 ply depending on the tire.

I am currently running load range E tires (Most all 16" wheel tires are range E). They DO ride stiffer, so I run them at 30PSI to make them a bit softer. But I do like the fact that they are a tougher tire. They also have a 3 ply sidewall which I like.
