How about you go look at the manufacturers websites for once? Not all tires are the same. Sizes are guidelines and thats it.
This is straight from Goodyears website for their Wrangler Duratrac:

See that 33.1 down towards the end for the 16" wheel version, thats the actual tire diameter. The 17" wheel version is slightly smaller, but still not 32.7. Not sure where you got off thinking every tire manufacturer has to make a tire to the EXACT size that is listed on the side. Hell, BFG is known for making tires undersized while goodyear makes them oversized (In many cases, specifically 35's).

One thing I am not too familiar with is tires. I know the conversions and what-not but about Load range.....what should I run? Load C, D, E??? I'm getting some 33" duratracs tomorrow and those are the options. any help is appreciated.

Load range E have a stiffer ride, but have the most heavy duty carcass. Typically 10-12 ply carcass. Please not sidewall is different, those are 2-3 ply depending on the tire.
I am currently running load range E tires (Most all 16" wheel tires are range E). They DO ride stiffer, so I run them at 30PSI to make them a bit softer. But I do like the fact that they are a tougher tire. They also have a 3 ply sidewall which I like.
