When it comes to standard sized tires (33x12.50 for instance) not a single one of them is 33" tall. Almost all of them are 32.5" tall advertised height. With load they are closer to 31.5".
For metric tires, they are almost always over. Cooper and Goodyear for instance are 33.1" tall advertised height for their 285/75R16's.

Sorry, the better word may be troll.
Mt 285/70/17 is 33 - 33.1
At is 32.6 - 32.7
Of course when you lay a ton or so on a d rated tire it may have a flat spot which will cause the top to bottom height to be 32.5 but the front to back would still measure 33.
33 x 12.5 Tires like coopers say that they are 32.5 so you know what you are getting.
285/70/17 bfg mt are stated at 33. I measured true size, after I put a ton on them i am sure that they may have a flat spot causing them to be 32.5 from ground up but still 33 front to back.

How about you go look at the manufacturers websites for once? Not all tires are the same. Sizes are guidelines and thats it.
This is straight from Goodyears website for their Wrangler Duratrac:
LT285/75R16 312035142 P 126 E BSL n/a 3,750 80 7.5 - 9.0 8.00 11.3 18 33.1 637 $263
LT285/70R17 312015027 Q 121 D OWL n/a 3,195 65 7.5 - 9.0 8.50 11.5 18 33.0 638 $303
See that 33.1 down towards the end for the 16" wheel version, thats the actual tire diameter. The 17" wheel version is slightly smaller, but still not 32.7. Not sure where you got off thinking every tire manufacturer has to make a tire to the EXACT size that is listed on the side. Hell, BFG is known for making tires undersized while goodyear makes them oversized (In many cases, specifically 35's).
