This place looks amazing, is it open year round to off roading? I'd love to plan a trip some day and meet some locals to go wheelin with.

Yes, its open all year round. You might want to contact "robin" who posts here. He lives is San Luis Potosi (nearby) and speak perfect english. He was at the event and knows the trails very well.
