It just depends on the type of light. If you are running a fog light you want that as low as possible (bumper mount). Driving could be either bumper or roof rack/lightbar mounted, but usually produce a lot of glare if windsheild mounted. They tend to perform better the higher they are installed though, along with the spot beam lights. There is no one location that is going to give you the best result with all lights. If you need just one location though I would go with a bumper mount.

MAN, i wish ya'll could experience coming out of the woods at night and having to cross a big mud hole. I mean really long and kinda deep. When you can't see because your lights are under water your gonna want them lights as high as possible. have to change ur pampers.

Actually, that's a valid point. I suppose I could just leave the higher lights off until I got myself in that situation, huh?

After wheeling with scottcarp and seeing what ice/water did to his bumper-mounted lights, I made the decision to mount on the windshield. I honestly prefer the LOOK of having the lights on the bumper, but I'm not too keen on the idea of smashing brand new KCs!

Don't have them yet but when I get them they are going on the windshield. I just like the look of them there. But not opposed to getting two sets and having them on the bumper also.
