Do all Canadian JK have an immobilizer or only the Manitoba ones?

It would only make sense it was across the board.
Can anyone verify this?

I haven't heard of anyone losing their JK to theft. I have heard of lots of people getting theirs broken into though.

I just leave my wife in the Jeep. No one ever goes near it.

Canadian and US JKs all have sentry key theft deterrent. Maybe even the export market ones too. It's in your manual.

Montreal is extremely bad for auto thefts. The overall thefts / capita may not be as high as other parts of Canada, but thefts in Montreal are run by organized crime networks that specifically target vehicles with American plates. I live in northern Vermont, and there has been a lot of news coverage about this over the last couple years.

The numbers you are quoting are per-capita rates. If you read further, you will see that Montreal has the highest total number of auto thefts. Here is a quote from the article you linked, under the subsection "Motor vehicle theft and organized crime":

"According to the CISC, organized crime groups involved in vehicle-related crime operate primarily out of Montréal and Toronto (CISC, 2008). Montréal not only reported the highest number of motor vehicle thefts in the country, but this city also had the lowest recovery rate. Toronto recorded the second highest number of motor vehicle thefts, but a recovery rate that was closer to the national average. In Winnipeg, where "joy-riding" is known to be prevalent, the large majority (82%) of stolen motor vehicles were recovered by police"
