Default Are Stubby Bumpers Safe and Legal?

I see most everyone on here has stubby bumpers with the front of the wheels fully exposed. Is this even street legal?
What happens if you hit someone/something with open wheels? Probably climb over them and flip over

It would have to be a fairly large person to flip the Jeep, wouldn't it?
I thought I read the law that height was the only requirement to meet, but other have since told me the stubby is illegal. I will run it until I'm "officially" notified. I don't see it as a safety issue, though I do think debris from the road have an easier path to my brake lines.

There's a few provinces in Canada that require full track width bumpers. Thankfully not mine lol.

Is that confirmed thru DMV laws? Cause some of the crackdowns by local LEO's enforcing the vague "lifted vehicle" laws are pretty Nazi in NB

Yep, just like fenders, mirrors, and mud flaps, all these things vary by the state in which a vehicle is registered.

It varies from state to state or province to province. Here in Pa. it "must be present and made similar to original component construction".

I can't find anything in the DMV book. I've also run through a bunch of roadblocks with no issues. That's with a 31" stinger sticking out too. It's not really subtle lol.

I know that's not concrete legalese by any means, but I'm comfortable driving around with my set up.

What sort of crackdowns have been ongoing?
