I have turned my engine off with the muffler under water. There is pleny of air in their to keep the water out. I don't think I have ever seen anyone get hydrolocked from water going up the pipe. Plenty from water going down the intake, but not from water going up the pipe. I suppose if it had been sitting there for some time... managed to get past the CAT and push the air down the pipe, then you could have a problem.
