I have used POR-15 on everything from my CJ-7 to my JK (wheels, frame, bumpers, etc). It's a great product, but not really a bedliner.
It works best by itself on the frame and places where the sun won't hit it (it's not UV protected, so you need a top coat of something else unless you don't mind a really chalky flat black color after a few weeks of exposure--and I mean chalky flat black).

Seems to me that POR15 is for use on rusted metal parts. In order to rust the metal must be ferrous, that is steel or some type of alloy containing steel or iron. Aluminum is a non ferrous metal. That being the case, I think it would be better to anodize the aluminum for a better priming quality, rather than using POR15 on it.
