It is very easy...clean well, mask off areas you don't want overspray on and apply a few light coats. Your local home centers typically carry it in the spray paint aisle.

Here are mine. I took the wheels off, the center caps as well and threw about 5 coats on each wheel.
After about 3 trail runs rock rash started peeling the paint off on the outer part of the rim. So I just peeled the outer ring off. For now I just re- spray the rock rash when it starts getting bad and it bonds and blends well. Which is good because you dont have to peel it all off just to re paint.
Like I said for now this will do, but if you do a lot of wheeling it will scrape and start peeling.
