I wouldn't do the chip. I would stick with the programmer. Since the truck is lifted, you can get your speedo back in line. With the other $200, if you had to spend it, I would look at building an exhaust or doing a Evap cooler shield. The sheild runs about $100 and you should be able to build the exhaust for under $200. With the left over cash - buy some gas and go enjoy on a trail. Heck, bring a birthday cake and buddies and make it a party on the trail...
Thinking about it, you could do all 3 if you careful.

You can get it, and say a flowmaster catback exhaust for "around" $500.

A bit more power, throttle response, "usually" better mpg, etc.... You should do a search on the Superchips Tuner so you can see for yourself what it has to offer just by itself. I have the Airaid CAI and the SC Tuner, and love them....I hope to install a different exhaust sometime soon. From what I've read it seems like when you combine the 3 it creates kind of a "sweet spot" for the 3.8 in the performance department.

Exhaust will make it sound louder. Hopefully not like a wet mouse fart, more like a dry bull fart instead. If done correctly, it will give you more low end torque. Used with the CAI and Flashpac, you will notice more power on the trails. The 3 just go hand in hand.
