Default KC Lites Jk Fender Flares

So I was looking at a Jeep parts magazine today and I happen to notice in the Lights section a picture of a KC Lites JK. The odd part about was the Fenders/Fender Flares it had on it. I don't know who makes them or if their even available. I would just like some more input on them.
They look like the older TJ style fenders that were two piece.

Any input would be great.. Thanks..

Heres a link to a picture......

Yeah I can see that they look like two piece fenders. Maybe if you want some more clearence or something, just take off the outside part.
I don't necessarily want them, just more curious about the concept behind them.

Those look like TJ fenders. I don't actually mind them.

For those looking at $100-$200 fines for having their tires sticking out past their flares, these look like they could be a worthwhile option. I'm surprised no manufacturer has started to persue this with the number of states doing this,
