Yes, there are times when I get around 16.5 MPG, and usually when that happens, I'm pulling weeds and branches out and washing mud from the undercarriage afterwards.
I watch my speed, I don't do jackrabbit starts, I get off the gas in plenty of time approaching red lights and stop signs, I don't tailgate tractor-trailers, and I have zero complaints about my JK's performance or economy. My YJ, on the other hand, really sucks gas.
Driving habits and topography have a lot to do with MPG.

2009 6 speed manual
TF 2.5" lift
315/75-16 A/T's
3.73 gears (currently)
So long as I'm really paying attention to my driving I'll average in city about 15-16mpg and 17-18mpg highway. When I was running stock though 17/19-20mpg easily... And I hate the mountain pass and wind!!! Just saying...

2011 rubicon 4 door loaded and stock. Recent trip 600 miles over Tetons and bighorns , some interstate, some in town. Computer said average 20.2 mpg - speed limit all the way pretty accurate. First 1300 miles so may get better or worse too soon to tell.
