It is normal, every Jeep I have ever had did this. To me it would be strange if it did not happen. LOL

My TJ fluttered so did my CJ's, but I am in a windy part of the country, my TJ days were in SD, the windiest state in the country. Never had a YJ....just couldn't go there. LOL

Brilliant!

I use double sided velcro all over my jeep and never thought of using it on the hood straps.
