You should be careful removing the black paint to make sure that you do not harm the surface below. It kind of depends on how well the paint bonded to the surface below. I would start with paint thinner and go from there. Not sure a clay bar would work as it was designed to glide along the top of the surface and remove contaminant’s that are bonded to the surface. You could try Flitz and see if that works. Or, you might have to wet sand them and then restore the finish underneath. You could look at something like this from Wurth.

Like others said, make sure that you do not harm the surface underneath the black paint unless you plan to repaint a different color. That being said by some paint stripper - Dad's work very well (and available at most hardware stores) or buy a can of airplane paint stripper. Best case scenario would be to have the wheels sandblasted and repainted.

Now thinking about it this would be the way to go. At least you should be able to get most of it off it you give it the business, at point blank range.
If you end up using some sort of stripper (invite me over , but seriously) it will take off some of your clear coat off too. You will most likely need to go over them with 320+ grit sandpaper, the spray paint them with some wheel, break caliper, or engine type of clear-coat.
